I can say that the armor available in Diablo IV is pretty solid. You can make your character look pretty badass without cosmetics. But it’s still ridiculous both that they exist at all and the cost is ridiculous.
Just cosmetic. D4 has a transmog system where you can apply any appearance you’ve unlocked to your equipment. The store cosmetics just add those appearances to the list.

Is it only cosmetic or are their buffs associated, too?

But they still won’t let me run around looking and sounding like Deckard Cain, so what’s the point in buying any cosmetics?
