The two sisters in the article were never told that they were adopted but they figured it out because they’re identical twins. I can believe that they thought they were paying a bribe in order to adopt a baby that really was orphaned or abandoned. In a place where bribery is commonplace, people often have to pay bribes even for something (someone?) that is otherwise entirely legal.
