I thought crazy thief was supposed to be in only prison

    A weaker enemy from the next region can rarely appear at the end of the current one. This goes for thieves in the sewers, bats in the prison, ghouls in the caves, etc.

        That or the distortion traps can spawn enemies out of their expected levels.

      And don’t forget to mention, they can be champions too. A projecting succubus in dwarven halls is real fun.
