I think i misunderstood your comment anyway, if with guerrilla you mean fighting and sabotaging the government than i agree with you, if by guerrilla you are referring to the current conflict then that’s a head to head war and the risk of a nuclear disaster is concrete. Governments stacked nukes on purpose to get in a position of absolute power, you don’t hear much talk about nuclear deterrence because there’s no need for them to unleash this weapon yet.
