Kinda says a lot about this country when someone can make a statue of a turd on a desk and people aren’t sure if it supports the desk poopers. There’s no indication of a bait and switch, as far as the “art” was concerned.
Whoever approved the permit and allowed that art to be installed needs to have their employment terminated. This is a severe fuck up, and no, “democracy” doesn’t need to tolerate such bullshit.
It seems like you took the words on the plaque very literally. The intent was to mock the rioters and to mock Trump.

I’m legitimately disappointed the duration for the permit appears to be so short.
Regarding the employment of the personnel who approved the permit, that’s uncalled for. I’d recommend reading and internalizing the First Amendment. They really have.
