Is ‘the guy what’ instead of ‘who’ legit grammar, feels weird, though I’m not a native speaker

Descriptivism would say it’s real, but not grammatically correct. It’s a replacement for “that” more than “who.” The phrasing would always be understood and it has many published examples. (Off the top of my head, Jhonen Vasquez’s “I Feel Sick.”) It’s highly informal.

… in America, anyway. It might be commonplace enough to consider normal, in certain British dialects.

No it is not legit. In fact, it’s an indication that the guy is not all that smart, and yet still vital.

Yeah, if the guy pulls it a second too early, when the fuel lines are still attached, everything explodes.
If he pulls it a second too late, after the clamps released, the rocket won’t launch straight, tumble and explode.

But it still needs to be launched manually by a guy with a 6-digit salary pulling a lever, due to an agreement with the union.

When he says “as famous as the Dodgers”, does he mean Cookie Lavagetto-level famous, or Van Mungo-level famous?

I think he means, “they’re a Brooklyn institution that everyone will associate with Brooklyn forever!” Except not with so many words with more than two syllables.
