That just means that the rules don’t apply to them but they’ll vigorously enforce them in the people they don’t like. Standard fascist playbook.
They are ungovernable. They want to govern everyone else.
They like the phrase because otherwise, you’ll notice that they can’t maintain a functional electrical grid and don’t want to provide valuable services.
