I dunno about these grants but I remember billions being shoveled at ISPs 15 years ago to extend broadband and they just called 4G good enough, mission accomplished.

And then continued to slowly expand limited broadband infrastructure at the expense of customers and local jurisdictions.

Those fat grants did help line their pockets to litigate competitors from laying cable though.
