“Eggs are too expensive!”, won’t drive:

“We take Gotham from the corrupt! The rich! The oppressors of generations who have kept you down with myths of opportunity, and we give it back to you… the people. Gotham is yours. None shall interfere. Do as you please. Start by storming Blackgate, and freeing the oppressed! Step forward those who would serve. For an army will be raised. The powerful will be ripped from their decadent nests, and cast out into the cold world that we know and endure. Courts will be convened. Spoils will be enjoyed. Blood will be shed.”

(I know Bane is the bad guy here, point stands.)

Revolution after revolution proves out, people must starve before they’ll turn. And the oligarchs will not allow it to get that far. The liberal revolution and the conservative civil war are on indefinite hold.

In other, totally unrelated news, been wanting one of these. $300 TCO, tax, shipping, fees, with plenty of ammo. Yes, it’s a Hi-Point. Yes, they’re ugly and heavy. Yes, they work great.

Ain’t that some shit? A serious pistol, and having saved some pennies, well within the budget of us lowly proles. My carbine (left) takes the same magazines! Boy oh boy, that longer barrel sure splats 'em out harder than the pistol! (NOT a hollow point, ball ammo expanded like that on a steel target.) The AR pictured was $1,000. Not bad for a solid version of the finest anti-personnel weapon ever devised by man, but I digress.

And 12-gauge shotguns are stupid cheap, in case anyone was wondering. Crazy how fast you can load and unload a single-shot, with just a little practice! Dare you to break one. You can’t.

Anyway, what were we talking about?

Revolution after revolution proves out, people must starve before they’ll turn.

“accordingly all experience hath shewn, that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed.”

So as you said they’ve learned from the past and let things get bad to keep people in line, but not bad enough for the majority to cross that line. Or if it does, use the tools at their disposal to turn people against each other with shiny things while they continue on.
