More or less, but I think I might be misunderstanding something here, or maybe we are both talking about different visions? I think that is indeed the goal here: To have something that is 100% tailored to serve as the standardized operating system of the EU public administration, with interchangeable clearly defined standards so that institutions can easily work together. Which distro is underneath it isn’t as important as the software framework, standardisation of how and where to store, secure and exchange data, etc., etc.
