I think the second part means “damn! Do we ever win?!” expressing frustration. Not sure with that grammar, though. At first I took it as “damn do we ever win” meaning that “we always win” or “we win big”.

This looks like poorly done masking of skin issues to me. Notice how it excludes the eyes and parts of his skin near the hairline are not blurred.
