German here: if they find him, it probably will. Our justice system is not perfect, but we can usually be proud of the results.

In this specific case yes, hate counts as base motive and escalates manslaughter charges to murder, as murder is manslaughter with base motive.
He’s still going to jail for attempted infanticide, and I imagine that for a long time
