    Only part I don’t understand. It isn’t a crime to not state your name. I the rest I don’t understand what he is saying?

      Failure to present ID to the police is a crime here. The penalty is a fine, which they can’t serve you if you don’t give them ID.

      That one of the charges was a suspended license was mentioned in there. My guess is either he did something stupid and the cop ran his plates, or he was driving without plates.

      If the cop has probable cause to detain you, you have to identify yourself. I believe that applies to all states.

      I’m guessing he wasn’t arrested for not stating his name, unless the way he didn’t say his name was something like, “my name is ‘fuck you, pig.’”

        I guess the mini bike was actual motorcycle and yes you do have to a licensed to drive one. I guess these guys are so incoherent that no wonder judges throw the book at them.
