That looks like it has some kind of extreme chromatic aberration going on.
Maybe flag it archival footage? Pretty sure Ukraine’s warships are stuck outside of the Black Sea as Turkey refuses them entry due to war.
I’ve seen nothing to indicate this is archival footage though? Ukraine has patrol boats of this size operating in the Black Sea and this video was published today.
Ah, I’m thinking of the cruisers recently completed.
