Isn’t the overabundance of brown people the crux of the issue? That being illegal immigrants that Texas doesn’t have the resources to handle and by shipping them to NYC they’re trying to point out that it’s a problem.
It’s possible that if the US in general (and Texas in particular) just chilled out about immigration and let people move freely then things would greatly improve.

The border was effectively open until the 1970s. Clamping down harder on immigration only seems to be making things worse. Malcolm Gladwell did an interesting podcast on that theme:
