The Taliban administration wants to formally join Chinese President Xi Jinping's huge 'Belt and Road' infrastructure initiative and will send a technical team to China for talks, Afghanistan's acting commerce minister said on Thursday.
Them not paying the loans back is the point. It’s a feature, not a bug. China saddles African nations with more debt than they can handle, then China basically owns them.
And saying very little construction has actually happened just isn’t true.
Them acting as debt collectors is not the point of the Belt and Road initiative. The point was having countries around the world “on their side”, but no one likes a debt collector, and no one respects a debt collector with no way to enforce collection.
EDIT: If their plan was to saddle countries with debt and hold that over their head (which it wasn’t), it would be a very bad plan. In case of China going to war with this spooky nonexistent ghost they call “the west”, these poor countries could be flipped in an instant by anyone guaranteeing they wouldn’t have to pay said debt.
The failure is that no one is paying those loans back and very little construction has actually happened.

It’s not the entire fucking plan…
