Isn’t it canon in some of the comic books that Gotham is legitimately cursed and it doesn’t matter how much charity and good works Wayne does, it’s just always going to be bad?
Fair, but ultimately also an excuse. He is the batman, he could beat the shit ouf of the entire political establishment and the corrupt big money paying them. Who else if not he, with his super advanced gadgets and tech? He could overcome the security systems and personnel those people employ better than anyone else in Gotham.
There’s a lot of out there one-shots, so I wouldn’t be surprised if it showed up in one, but I doubt it’s cannon. There was an ancient secret society pulling strings at one point.
